Hiring guide · California
Test quantities, pricing judgment and readiness for California public works bids.
Hire for the estimate your business needs: complete quantities, comparable subcontractor quotes and clear cost assumptions. California public works add labor-pricing responsibilities. Define who prepares, reviews and approves each bid, then assess candidates against that division of work. Plan support for the first live submission.
Candidate availability moves week to week. What does not move is the screening: the certifications below are what decide whether someone can be badged onto your site at all.
The levels are separated by what the state allows a person to do unsupervised, not by how good they are. Hiring the wrong level is the most common and most expensive mistake on a trade requisition.
Productive under supervision and cheap, but they cannot be left on a task the state licenses, and they need someone qualified with them.
Works unsupervised and can carry a helper. This is the level almost every requisition is actually describing.
Runs crews across sites, owns compliance outcomes, and where the trade allows, pulls permits and qualifies the work.
Budget $41.09 an hour for a qualified estimator in California, from $24.88 at entry level to $72.50 at the top. Add a quarter to a third on top for payroll taxes, insurance and equipment, and price overtime at time and a half.
See the full estimator salary guide →Employee estimators need no personal CSLB licence. The contracting firm needs the appropriate licence. Apply California employment rules, arrange safe site access and assign public works compliance to a responsible reviewer.
Ask these program offices about sharing estimating vacancies with learners and connecting with construction networks.
Certificates get a candidate past the first filter. These are the questions that separate the ones who can do the work from the ones who have the paperwork, and they change by level.

Match California estimating assignments to these national construction employee benchmarks when planning recruitment budgets.
Test staged roadwork quantities and equipment assumptions, then ask candidates to explain their labor-pricing approach for California public works bids.
Give candidates competing subcontractor quotes for a building package. Assess whether they identify exclusions and explain the gaps requiring project review.
Review an equipment schedule with a trade estimator. Ask how supplier exclusions and installation allowances change the proposed mechanical or electrical price.
